New Zoning Regulations for Jefferson County  Posted: September 1, 2002
On September 10, Jefferson County Fiscal Court will give first reading to Docket Numbers 9-12-02(A) and (B) - repealing the existing zoning regulations and adopting a new set of zoning regulations for Jefferson County.

Many of you have devoted hours of effort in the endless negotiations over this code - meetings on a weekly basis spanning a two-year period. Heidi Saunders, as a member of the advisory committee to the Planning Commission, ably represented conservation and neighborhood issues, and Teresa Stanley, Barbara Kelly, Teena Halbig and Winnie Hepler kept the faith by attending many of the meetings, providing important accountability. Barry Zalph, on behalf of the Air Pollution Control District, brought important design ideas concerning air pollution, energy efficiency and global warming to the table. Cathy Hinko and other affordable housing advocates contributed much time in negotiating an incentive package for quality affordable housing.

The code is far from perfect, but in many respects is an improvement over the existing code, which was last rewritten in 1963. Many of the improvements in the code intended to better protect the quality of life and environment have been fought at every turn, and representatives of the development industry have worked to weaken the regulations below the level demanded by the 2020 Comprehensive Plan Guidelines and Plan Elements. They will no doubt try to secure further weakening amendments from the Fiscal Court before the regulations receive their second reading.

IT IS VERY IMPORTANT THAT THE FISCAL COURT MEMBERS AND BOARD OF ALDERMAN HEAR FROM YOU DURING THE NEXT WEEK THAT THE NEW LAND DEVELOPMENT CODE SHOULD BE ADOPTED PROMPTLY WITH NO WEAKENING AMENDMENTS. PLEASE CALL YOUR ALDERMAN AND EACH COUNTY COMMISSIONER AND JUDGE EXECUTIVE JACKSON AT 574-3333 THIS WEEK.

THE SECOND THING YOUR HELP IS NEEDED ON IS THE NEXT PHASE OF THE CODE REVISIONS. MANY IMPORTANT REGULATION CHANGES REMAIN TO BE ADOPTED, AND WHEN YOU CALL THE FISCAL COURT MEMBERS AND YOUR ALDERMEN URGE THEM TO COMPLETE CHANGES ON AND ADOPT THESE ZONING REGULATION REVISIONS BY JANUARY 1: SPECIAL DISTRICT REGULATIONS TO PROTECTION THE OHIO RIVER AND FLOYDS FORK CORRIDORS AND JEFFERSON FOREST, KARST PROTECTION REGULATIONS, EXPANDED STREAM AND WETLAND PROTECTION REGULATIONS TO PROTECT ALL STREAMS AND ALL WETLANDS.

Thanks. Encourage the Fiscal Court and Board of Aldermen to close the back door to further changes sought by the development industry to a product which represents two grueling years of head-to-head negotiations.
