KRC Expresses Concerns With Exempting Municipal Electricity And Natural Gas Purchases And Sales From Competitive Bidding

In a briefing paper provided to the sponsor of House Bill 247, Representative Mark Hart, KRC has expressed concerns with the proposal to broaden current exceptions in state law in order to allow wholesale purchases and sales of electricity and natural gas by municipal utilities without competitively bidding and advertising such purchases and sales.  KRC's concern is that absent a transparent, competitive bid process, and an obligation to purchase at least cost, city utility ratepayers are not assured that the purchases and sales made by municipal utilities are at competitive rates and on terms most advantageous to the ratepayers.
